What changed
Rule 14 was replaced in full. The previous bundled-influence rule is now a sourced-facts publication standard.
Why it changed
The previous rule attempted to regulate coordinated fundraising behaviour that the campaign could not always reliably observe or verify. The replacement creates a clearer and more enforceable standard governing conduct the campaign directly controls: what it publishes, how material factual claims are supported, how fact is distinguished from interpretation or opinion, and how material errors are corrected publicly.

This is a substantive replacement of one campaign-governance commitment with another. The campaign is replacing a rule focused on detecting coordinated financial influence with a publication standard governing factual claims, public evidence, identified opinion and visible correction.

Previous wording
- 14. No bundled or coordinated influence - Contributions cannot be coordinated to create disproportionate influence. - The campaign will not accept bundled fundraising arranged through a household, business, developer, municipal contractor, lobbyist, union, association or other interest group to get around the individual limit or concentrate influence. - **Public evidence:** Contribution distribution, compliance review, and disclosed returned contributions.
New wording
- 14. Facts must be sourced. Opinions must be identified. - Material factual claims will be backed by identifiable public evidence. - The campaign will not publish material factual claims about another candidate, public institution, municipal decision or policy proposal unless those claims are supported by identifiable public evidence. Estimates, interpretations, inferences and political opinions will be clearly identified as such. If the campaign publishes something materially wrong, the correction and original wording will remain publicly accessible. - **Public evidence:** Source links, public corrections, and the platform-change history.
What did not change
Rule 13, the $500 maximum per individual, remains unchanged. Rule 15, the prohibition against donor priority or preferential access, remains unchanged. Rule 16, proactive campaign-finance reporting, remains unchanged. Rule 17, accountable campaign conduct and paid relationships, remains unchanged. Rule 18, public corrections, platform changes and disclosed failures, remains unchanged. No other campaign rule or platform commitment changed.
