What did not change
The $500 contribution cap, sourced-facts standard, public corrections, no-donor-access rule, financial reporting, accountable campaign conduct, privacy protections, public report-backs, decision ownership, No Wrong Door, open evidence, controlled pilots and urban-rural fairness remain in force. Campaign polls and consultations remain inputs rather than binding or scientific votes; a credible pattern of objection may change the campaign's course, but the previous position and explanation remain public. Organized groups remain heard without being presumed representative; majority views do not override legal rights, evidence or municipal duties, and Council still makes, explains and owns the final decision.
