Tie the first Energy Dividend stage to the Host Municipal Agreement
The first Port Hope Energy Dividend stage was previously targeted for launch before the end of the 2026-2030 council term. It will now launch immediately when Port Hope signs the binding Host Municipal Agreement and the required first-year funding, administration costs and 24-month reserve are secured.

What changed
The first Port Hope Energy Dividend stage was previously targeted for launch before the end of the 2026-2030 council term. It will now launch immediately when Port Hope signs the binding Host Municipal Agreement and the required first-year funding, administration costs and 24-month reserve are secured.
Why it changed
The project and construction schedule are not fixed, so a 2030 calendar target could confuse residents or imply that the first benefit depends on construction beginning. Agreement signing is a clear event Port Hope can negotiate directly and enforce through the final municipal agreement.
What did not change
Jordan's firm support for new nuclear development at Wesleyville, the requirement for a binding Host Municipal Agreement, the $500, $1,000 and $1,500 annual maximum targets, quarterly maximums, the working household formula, eligibility and appeal rules, taxpayer protections, separate infrastructure and project-cost funding, the 24-month reserve, and the construction-stage and generation-stage triggers remain unchanged. The amounts remain campaign negotiating targets rather than an existing OPG offer or guaranteed entitlement.
